What is a PRE?
There is a neat internet tool called the
Internet
Archive Wayback Machine whereby you can look up old webpages. I used
this tool to research the definition of PRE or Pura Raza Espanola.
The old Foundation website can be viewed using the Wayback Machine and

Definitions of PRE
2005 - Foundation for the Pure Spanish Horse
The only horse that can claim to be a P.R.E. Horse is one that is registered
with the Spanish Stud Book in Spain and has a Spanish Passport
for equines which includes the “carta” or registration certificate within
it. At this time the registry is administered by FESCCR or the Fondo de
Explotacion de los Servicios de Cria Caballar y Remonta, a part of the
military under the Department of Agriculture in Spain. No other registry in
any country in the world is recognized as having the authority to determine
that a horse is a member of the P.R.E. breed (except those organizations as
have signed a protocol with Spain, and who continue the process of
registration and approval under their auspices) ... The horse has to pass a
physical inspection and genetic testing when it is a foal to receive its
Spanish Passport which is recognized internationally in over 50 countries as
a guarantee insuring the horses’ lineage and authenticity ... Only horses
that have this passport and have been through this process can be correctly
called P.R.E. horses.

2008 - Foundation for the Pure Spanish Horse
P.R.E. Horses can be registered in the P.R.E. Mundial Registry
(through The Foundation for the Pure Spanish Horse) or in
the Spanish Stud Book in Spain or both. Each will provide a
carta insuring the horses' lineage and authenticity as documentation of the
horse's registration. A P.R.E. horse has to pass a physical inspection and
genetic testing when it is a foal to receive its carta in either registry.
This process is called Inscription and is usually done when the foal is
still nursing from its dam. When the horse reaches adulthood, a minimum of
three years old, it is examined again for minimum size, quality,
transmissible faults and breed fidelity. When it passes this approval it is
said to be revised, or approved for breeding or reproduction purposes.
2008 - IALHA
It is difficult to find any information regarding the breed of horse at the
IALHA new website. I searched for several minutes and could not find any
definitions of an Andalusian. The only thing I could find was and answer to
the question, Can I Show My Lusitano in Andalusian Classes?:
"Yes, if they are registered with IALHA. The class nomenclature for our
shows follows the IALHA practice of using "Andalusian" to collectively refer
to both purebred Andalusians and purebred Lusitanos. Any class in the prize
list that is listed as "Andalusian" or "Andalusian/Half-Andalusian" is open
to Lusitanos."
2008 - USPRE
USPRE does not provide a definition of a PRE. They state that a Andalusian
horse is a "one of the oldest breeds of horses in the world today. It is
also known as the Purebred Spanish Horse or PRE (Pura Raza Espaņola; in
English, Pure Spanish-bred)" and that they "uphold and adhere to the
regulations of the Spanish P.R.E. Stud Book."
According to Spain
According to the MAPA resolution, there will continue to be one single stud
book (SB) for every PRE horse in the world, administered by one single body,
which
is ANCCE.
